According to Article 16 of the Measures for the Administration of Taxation of Import and Export Goods of the People's Republic of China (Order No. 124 of the General Administration of Customs) :
The assessed exchange rate used by the Customs every month shall be the benchmark exchange rate against RMB published by the People's Bank of China on the third Wednesday of the previous month (if the third Wednesday is a legal holiday, the fourth Wednesday shall be deferred); If the price is denominated in a foreign currency other than the benchmark exchange rate, the middle value of the spot buying price and the spot selling price published by the Bank of China at the same time shall be adopted (RMB Yuan shall be rounded to retain 4 decimal places). In case of major fluctuations in the above-mentioned exchange rates, the General Administration of Customs may, if it deems it necessary, prescribe a different rate of exchange and make it public.
